Snapshot path overhaul

Combines all the separate branches onto master: v5.9.18 (triangles-cli + Tor fixes) + v5.9.17-local-snapshot-trust (snapshot infrastructure) + feature/utxo-snapshot-auto-rebuild (signature auth, auto-rebuild, crash fixes).

Highlights

Signed UTXO snapshot authentication — DownloadUtxoSnapshot verifies the per-snapshot manifest signature against trusted signer TG8f76yktTxDrT7JJymY3wVAusXiD3fVvX using Triangles compact-message protocol.
Auto-rebuild trigger (-autorerebuild=N) — compares local nBestHeight to median peer height; if lag >= N, wipes chain DB (preserves wallet.dat + onion + smsg) and shuts down for clean restart.
FastImport as opt-in (-allowfastimport, default OFF) — snapshot is the only supported sync start.
Server-side fix — utxo-snapshot.bin symlinked to canonical utxo-snapshot-2207680.utx on bootstrap.cryptographic-triangles.org.

Three crash fixes

1. fSerializeChainTrust=true before LoadSnapshot writes 2. Block verification skip for snapshot-sourced chains 3. ResetSyncCheckpoint deferral for snapshot-sourced chains
